I also turned off tesselation as I didn't like the effect anyway, but it also had a HUGE impact on the FPS.
Otherwise, I run DLSS Quality and everything High or Ultra (varies).
For about 80 to 100 FPS with a RTX 4060, on a 1440p.
Of course, with an AMD card, FSR is the way to go (I imagine DLSS is not an option anyhow). EDIT: I see you use it. You definately should not get huge stutters in the actual gameplay. Sorry this is not very helpful, unless you have not tried tesselation off.
