my best suggestion is try to find a spot to hide without him detecting you and just wait for the timer to run out
LOL same here on some maps the elevator shaft and stairs work well
crawl spaces in bunkers are also good
I always try that everywhere but it's like he intentionally avoids spawning on them unless that's the only place he can tp to.
I'd rather it be a system where he only really appears if you're causing a ruckus by killing enemies or something, and then when he does appear he is a more active enemy that you can try to fight or hide from, but he'll actually search for you.
Some variety to make it interesting after the first few attacks.
On about the third time he spawned I decided to go toe to toe with with my shotgun and was surprised at just how easily he went down (Normal difficulty). I am now mid to late game and a single shot from the Plasma Launcher pretty much drops him to 10%.

I just use modified shotgun with fast reload, extended magazine, and fast trigger option. when he appear i just blast him in the face. didn't even need to hide. we are just shooting each other in the face. use the time he went into the portal to reload
i found dealing with heavy armored enemies are (that disorient shotgun is ♥♥♥♥♥♥♥ annoying, and they can shoot you from far away, even though shotgun is suppoed to close range weapon)
Best to have the timer above 30 mins.
So you will only rarely meet him.
His health and timer scaler with unkown factors.
Starts at around only 0:45 easy to outlast.
On insane by day 20+ he has 5:00 timer and around 6-7.5k hp and does not seem to take much if any increased damage from headshots.
So he takes a lot of resources to kill and only give exp if dead.
Likely slightly more than 20 shotgun shells on insane.
