It's the only horror element though lol
Anyway, the short version is that there are more horror elements, by definition, to this game than the jumpscares. If those things are not what someone is personally looking for, it doesn't make them not horror elements. It just means that person is looking for a different type of experience. Arguing about it in this thread for another hundred posts isn't going to change the game.
As for this topic, I wouldn't worry about it too much in your shoes. The game seems to have left a positive impression for most. This is basically just a PSA for people who really don't like jump scares. Which saves you a bad review if you think about it.
As for the topic at hand, to me it sounds like the game does rely somewhat on unscripted jump scares, even if there are only a few actually scripted ones. So it's probably not my cup of tea. That said, there are a lot of people who *do* like that kind of horror. I mean FNaF made a whole franchise on unscripted jump scares, so some people do really enjoy them.
As for the "good horror" debate: I'd say the jump scares are "easy horror" rather than "bad horror". They can work to scare people, but I don't think they have the same staying power as other types of horror. If I go back to the FNaF comparison, while insanely popular, they also had to keep releasing games fast to keep up interest. Same with movies. It's similar to gore in that respect. You can easily get desensitized to it and need fresh content for it to work on you again. At least that's my opinion of the matter. Hope it helped in some way.
And as for unexpected scarecrows , I'm all for it, and when you play on high difficulty and constantly sneak around, any loud sound is such a scarecrow, sometimes I even twitch from a thunderclap. The strongest fright is an unexpected fright, so the effect of surprise should be in any horror.
And the Devs responded...."go enjoy something else if its not for you" ....stop beating the same horse.
