A bug? Or some kind of malfunction? (Ошибка)

People, help!
I decided to return to my old game - "Save Koch".
When entering it, I am greeted by the following inscription:
"Steam is not initialized. Please make sure a you logged into steam and retry. After press button game is closed"

I checked the game for files integrity - everything is fine.
Deleted and downloaded again - the problem remained.
Searched for a solution on the Internet - found nothing.

If anyone had a similar situation, tell me how to solve the problem?!

Люди, помогите!
Я решил вернуться к своей старой игре - "Спаси Коха".
Когда я вхожу в него, меня встречает следующая надпись:
"Steam не инициализирован. Пожалуйста, убедитесь, что вы вошли в steam, и повторите попытку. После нажатия кнопки игра закрывается"

Я проверил игру на целостность файлов - все в порядке.
Удалил и скачал снова - проблема осталась.
Искал решение в Интернете - ничего не нашел.

Если у кого-то была похожая ситуация, подскажите, как решить проблему?!
