Sounds like CyberJudas or Shadow President
Haven't bought it yet, but the setuü sounds a bit like these two games. Can anyone make some comparisons?

Well first props for even knowing about CyberJudas, but other than the aspect of "one of your agents is against you and you must root them out" there isn't much of a comparison. CyberJudas is much more high-level and analytical (who is proposing policies that are actually harmful), while Save Koch is more narrative and based on "traditional" detective work where the clues are provided via the investigations of your agents and occasionally phonecalls (although an agent failing at tasks they should be good at does seem to be a mole indicator). I've played both games so if you have more specific questions I can try and answer.

There's also Black Closet for an investigation game with a Mole and some rpg elements. The mastermind in that game doesn't change (although I forget who it is) but how you do affects the endings.
