Then I switched to Virtual Desktop and it was fine, no such issues. So try SteamVR or VD.
set the game to launch in oculus vr mode, and when you launch the game don't do it through steamvr. in the quest link interface, open steam on your desktop view and launch itr from there. steamvr will not open with the game. this literally doubled the fps for me from 45 to 90 fps. downside is you can't open vr overlay apps that was built for steamvr, if you use them.
IDK why you're blaming December for anything...? ITR is never getting an update if that is what you are referring. They are struggling just to keep I2TR out of the grave at this point.

If you had you would have noticed that they found a fix for it.
Not saying it will work for you but... poor December.
This thread is specifically about this topic concerning the Oculus, "I'm using the Oculus VR mode?"
You could make a new bug report concerning what sounds like a valve index setup...?
My main point however was that the developers are 6 months into the EA launch of I2TR the sequel to this game. So getting their attention for anything concerning this one is not going to happen for a long time.
I thought the way to get it to work then is to launch it as-if you are going to play it On Your Desktop... like a normal PC game.
Through steam but without opening Steam VR.
In which case when games have multiple run options will cause a pop-up asking how you want to play... desktop, Steam VR, etc.(in this case Oculus) and when you chose that option it launches outside of steam VR. Then any subsequent launch as long as the option is made permanent should start this way.
That's the way I understood it anyway it was just being done inside the VR helmet on the virtual desktop but this way should work.
