Make sure any USB C cables you get is USB 3 (capable of more than 480 MB/s transfer rate.) Many USB C-C cables are designed more for cell phones or charging that don't require fast transfer speeds.
If you want a quick-n-dirty check, use the cable that came with the Quest 3. It's short but it should give you an idea whether it fixes your problem.
Also you should remember that mobile GPU's perform worse than their desktop equivalents, even if they are the "same" GPU. A 3060 desktop GPU is more powerful than a 3060 mobile GPU. A 3060 mobile is roughly the same power as a 2070S. Less, but definitely better than the minimum recommended GPU for this title (a 1070). Once you get the cabling issue fixed, you should be good. If you still find the laptop performance a little poor, start backing off on some of the graphical settings in-game, or lower your render resolution (start with 90% resolution and see how that looks and plays)
I got the Amazon 30 bucks "Bestseller" 5m USB cable that plugs into the big USB 3.0 ports. Bandwith 2 Gbits, however I still had occassionally connection and tearing/frame issues on the headset, not talking about the problem that it couldn´t keep the battery charged and only extended it ca. 25%. Even with the USB-C adapter it was not getting better and the extended weight and lenght of the connector made USB-C connection janky.
I then tested out a 60 bucks 5m fiber optics usb c cable, I guess it is a cheaper copy of the meta official one offered in the Meta 3 store. 2 Gbits bandwith aswell but no connection issues, no tearing. And it keeps the battery charged for infinite while playing.
