What kind of silly juice are they on? They already have plenty of room in the hub area for other player's to have their house in.
What they probably mean by saying "making it modable" is to add modding tools.
With something like that the doors open to infinite posibilities, custom maps, new weapons, new enemies, changes in enemy behavior etc etc.
The FAQ is pretty old so I thought they could have added full modding. Glad that got cleared up.
