Fired it up today to work on the problem and its working fine out of the gate.
Although i cold booted the headset and computer multiple times yesterday, nothing.
Today, just stsrted the game and works great. No clue why but not looking a gift horse in the mouth!
Go to a surface from which you can fall from (not far, i have done it on the mounds surrounding tree trunks). before you "Plummit" hit duck. as your falling hit "Stand". when they land they are walking at the right speed again and can run.
but EVERY time i load a save or enter a new area it does it again. hopefuly someone can come up with a more sustainable soultion.
Also, apparently going into the developer settings (Right click of the title of the game in steam) and turning off the power management tools can fix a lot.
