I am also doing the same, and changed a few settings in the difficulty too - increased number of enemies to maximum, but set their health to minimum so it balances out, and set their awareness to "reduced".

Highly recommended if you want to feel like you are at war with the monsters.

Is their some mod you are using that drops more ammo of the weapons you have equipped or something? Or do you just run away from 99% of enemies? This would seem to at the very least make killing armoured enemies basically impossible.
