You don't, the tutorial/training explains it.
Moreover the actual binding may vary from controller to controller, on the Index it is the A button on the off-hand iirc, for example

There is another way. You can go into dressing mode. Hold the laser pointer attachment separately (detached from the gun). Press the trigger on the controller holding the attachment. This will toggle the laser pointer on. Now when you attach it to the gun, it will remain on.
