Are you seriously comparing this to skyrim, where you can mod whole new sets of story content and classes into the game vs. this where the only possible stuff is hacked weapons that oneshot the games content for you?
Thats not the case sadly, there werre enough people back in the day that had mods active and joined random lobbies, oneshotting things.
You can even still get hacked wayfarers added to your party if you pick up several on the overworld.
You could compare this to a person who puts cereal first and then milk, or vice versa. You may or may not agree with that, but in the end it doesn't affect your life, does it?
