Unable to fix constant stuttering
I can run the game at 60 fps, but every other second or so it just freezes for a little under a second, causing it to stutter. I've tried running it with EAC disabled, did the power performance thing in the NVIDIA control panel, and turned every graphics setting to its lowest or off. It's even installed on an NVME, so load times aren't even the issue. The main menu and cutscenes are fine, but it just stutters like crazy whenever there's actual gameplay. Any other fixes to try?

its the poping of the game doing so.
there is no way to change or mod so it load the map entierly in a single time.
thats why i dont even bother running the game a 60 fps.

you using triple monitor set up? you using 2x VE248H and 1x VS279Q?

I'm guessing something wrong with gpu and monitor interaction with fps since I don't know if triple monitor set up or not.

Unplug the other two monitor use only VS279-P

Then
Try go Nvidia Control Panel->Display->change resolution. Try set Refresh rate: 60 Fps.
Since using Asus Nvidia Geforce GTX 1080, install ASUS's GPU Tweak II.
Open GPU Tweak II-> go Professional Mode-> Find Frame Rate Target (FPS) lock at 60 fps.

try see if this fix shuttering if not sorry for trouble.

Hello there, firstly your PC spec is much better than me (I am still using old i7 3770 CPU and P8Z 77 VLX Motherboard) and I am able to play the game, although there is high chance of crash if I attempted more than 2 instances of South Extreme Raid.

Allow me to share what I know regarding this that I experience my self and solved.

1. Make sure you don't have any Daemon services run as this game is not too 'friendly' with Daemon services (this including but not limited to Rosetta Stone, Alcohol, ISO tool etc) - this one is the mostly culprit.
I have Rosetta Stone daemon when run this game on earlier time before major 1.05 update and stop this daemon makes the game run significantly faster.

2. Make sure you add this game to silent mode program for your Anti Virus to prevent any background activities (such as virus scan, reputation scan etc) when you play this game.
In my case the game run slowly because Norton Insight is running when I start the game.

3. Make sure disk defragmenter/disk clean up (which usually run automatically) is not running before start the game.
In my case the game run slowly because disk defragmenter is running when I start the game.

4. Make sure you don't have any background program that causing high usage of hardisk/ssd when you play the game (this including but not limited to : teamviewer, skype, dropbox etc) as this game use high hard disk activity especially with high quality settings.

5. Don't download anything which will rebuilding the file at the end such as IDM/FDM as the rebuilding will consume lots of memory and cause high hard disk usage.

6. Don't encode any video during playing this game because encoding will cause high usage of memory, gpu and hard disk.

Those are the things that according to my experience hinders the game performance. I hope it will help you.

Note:

This game unexpectedly have high disk usage and high memory use therefore all the points I mentioned above are all about reducing disk and memory usage.
