The tags sexual content and nudity are not in game or what?

It's just ♥♥♥♥♥♥'s work, don't mind it. There is nothing like that in the game (and mostly in all previous games too).

Also this game isn’t 17+ or M rating so that probably why they don’t have it here. Though, my question is why? Is that necessary?

They did have partial nudity I think, but the rest of the game really doesn’t have all of that stuff or else Sony going to censored them all xD

It's in the game.

Sexual content by ESRB's definition means non-explicit depictions of sexual behavior, including partial nudity. There's a lot of that in the game.

Nudity I think would've been swapped out for partial nudity if it wasn't for one event where commander Broccoli is shown naked in a hotspring.
