Report a translation problem
First thing to note is that you cannot create your own segment, you have to copy the segment from a character who has already unlocked it. For example, all characters can use the "Never miss a chain opportunity" segment, but not all the characters unlock it. For this i'm going to use that specific segment on Kirito and Eugeo as my examples.
Step 1: Choose Kirito's Records and copy the segment. (Enter/Left Click while selecting it and choose copy)
Step 2: Go to Eugeo's Records and find a segment you don't want (i got rid of his "Prioritise Defense" segment) and delete it. If you already have a free slot, just skip this part.
Step 3:Select the now empty slot and choose "Storage"
Step 4:Choose the "Never miss a chain opportunity" segment, and it will now slot it to be available under the tactics menu.
Step:5 The abilities used in the segment are ALL based on what skills you have slotted on the character!! Eugeo will never use Photon Eraser if you don't have it set as a skill on his wheel!
Rules: Segments are generated on a per-weapon type basis. You cannot give someone a 1 handed weapon segment if they are a rapier user.
As far as I am aware you cannot change the Requirements for that tactic to begin working. If you choose a tactic that requires the enemy to be airborne, it will never activate unless the enemy is airborne and there is no way to change it.
As of right now, there is no in-game way of adding or removing segments inside of the command edit menu, I assume this will be patched.
Sacred arts CAN be tacticised, but you have to have the correct segment unlocked. They won't use Steel Body if you don't have the "Buff Allies" segment slotted. They will however use these abilities randomly as the fight goes on, and occasionally i've seen them use sacred arts even when told to Never miss a chain opportunity.
The ending I got could be considered a "bad" ending but I cannot confirm or deny if there are variations.It's sad to say the least, and that's what would tell me I got the bad ending.
This is tricky. Yes, you can replay a chapter. For example, on the main screen (after chapter 2) you can select "Load Chapter" and it will show you save data from when you started that specific chapter. You cannot choose to load certain segments of that chapter (for example, 2:2). You have to start at the beginning of said chapter.
The reason this is tricky is because there is no actual way to return to your real save file unless you load clear data. Effectively making it so that if you ever wanted to go replay a chapter, you would technically need to beat the game AGAIN and save clear data (you can load clear data anytime).
As for a different question: did you do a lot of upgrading or grinding? I'm like halfway into the game (based on your play time) and I'm always like two or three levels below every boss and I feel like my damage is pitiful except for the bursts I get when an enemy is downed.
The bolded text is the bug. You should be able to "Record New" and build a basic Arts Code. It works on the consoles, and the menu is there on PC, but can not be interacted with. It is bugged.

Btw, is there any legendary weapons to farm? Like Elucidator, Red Rose etc?
