Download Browsec (free) extension for google chrome. Turn it on. Set to united kingdom. Then access that page. I had to make a new account assigned to a dummy email account (just make a new gmail account if you have to). Then you can get the code for free. I registered mine (EU code) normally under US steam and everything worked.
