i don't think they go for the hassel to maks the dlc region restrict in steam settings, tho all we can do is wish it won't happen

It is not global, just tried and when you use the key it will deny you saying its not available in your country. Only locked for Japan. VPN doesnt work on it either.

Looks like there is a survey you can take for NA users to get a chance to get the outfit. I took the survey but have not received any codes yet. Just FYI for other NA users who are wondering the same.
