Performance Issue, please help?
First, I'll say that my computer is FAR from top of the line, and I'm not surprised that it lags some. BUT, it does this weird thing were it'll randomly speed up the game and slow it down. In one campaign mission, I watched a character mouth words because the audio already played and was waiting for the character model to finish the line, and it move so fast that several lines start playing at the same time.

Other info, I downloaded and played the Black Ops 2 free trial, and found a consistent 10-20 FPS (remember, not top of the line) but it worked as well as 15-ish FPS can and it stayed pretty consistent, it also didn't speed or slow anything down. I already used the console command to lower the FPS limit to 30, but that didn't completely fix the problem. Any help would be much appreciated, thanks!

start off by setting all ur graphics settings to low of low lol then go back onto the mission and play see if anything happens. (for WAW) let me know how u get on. and to ur black ops 15fps is really bad chap when playing a game you want at least 30fps dont stress your pc out too much if it cant take it dont push it lol.

Tried all of that, then hopped into a Der Riese single player. Around 20 FPS average and the wierd time slowing/speeding issue was pretty minor this time. Just to throw out there, the black ops 2 thing was mostly to see if I could even run it at all. My thought process was that if that was released last year, something 4 years older should be OK.
Some other games I can run with no problems on low settings are Portal 2, Left 4 Dead 2 Oblivion, and Fallout 3. If that helps at all.
And specs:
3GB RAM
2 processor cores
Graphics card: AMD Radeon HD 6310 Graphics
-Total available graphics memory:1461MB
-Dedicated graphics memory: 384MB
I believe it also had 1.3GHz

hmm. go to http://www.systemrequirementslab.com/cyri/ then search for world at war. let is scan and see if you can run it ur spec seems ok enougth to run it on low-mid so im not sure why you are still getting them issues. have you tried a reinstall too? first off tho try that lets see if its ok.

Tried re-installing, didn't help much. Also, I failed the minimum for WaW in only cpu speed. The recommend for minimum is 3GHz. The only thing that confuses me, is that half of the games I own such as Left 4 Dead 2 and Fallout 3, also failed there with similiar if not identical results, and they play fine on low settings.
I did see somewhere to put it on high priority in processes on task manager. That helped raise the average FPS to around 20-25 on average, but it was still sort of unstable when a lot started happening in-game. Something tells me I'm running out of options...

yeah just what i was thinking :/ WAW uses more code etc and the cpu processes that and yours just cannot handle the amount it needs to process hence why it goes fast and slow at times. and reason why you can play lfd etc is because it does not have as much code being processed as waw does. all i can suggest is try and upgrade your cpu. dont attempt to overclock it tho your either kill ur cpu all together or you will fry the poor thing lol. im sorry i cannot help but least you know what the issue is now. just upgrade your cpu or wait until you get a new pc.
