that is very dissapointing.
Yeah, nothing to do with the fact that people have continuously been abandoning this game (as far as zombies is concerned) to play newer zombies. Maybe if you actually played zombies you would have seen it happening yourself.
since WaW's release, the server browser for co-op is kind of broken, so it doesn't show most of the actual lobbies, even when refreshing the list. for a 13-year-old game, there are still many people who are in zombies, but most of them are either playing solo or private matches with their mates. for the lobbies getting visible on server browser, I believe host player must have a proper NAT status (port forwarding is recommended for this).
you may seek for partners to play zombies together, either on this community board or some Discord servers. remember that you should add each other in-game friends list, as nicknames (and friends list) in WaW and steam are separate. if you need more info about certain errors while inviting/joining co-op lobbies, you can check this topic.

WaW doesn't have any steamworks features and uses its own in-game profiles for playing online modes. that's also the reason why steam/valve can't do anything about recent profile creation issues (affecting only those who bought it within last ~ 2 months), as it's totally on treyarch's end. players with steam version and retail DVD version can play together, because WaW isn't steamworks integrated.

I understand your frustration and being new to the game, but the problem mentioned by OP is known to be happening for more than a decade. such questions may also be found if searched on internet. compared to numbers of old-time players, people who got WaW within last two months are possibly little, and many of them also refunded the game as soon as they noticed the profile creation troubles.
