Singleplayer campaign fps drops and stuttering
My system should be able to run this game smoothly maxed out, no problems. But in the single player campaign (a little bit in zombies and mp too but not as bad) I've been experiencing a lot of fps drops and stuttering.
Here's my specs:
GPU: AMD Radeon R9 M275x
CPU: Intel i7 @ 2.8Ghz
RAM: 8GB
Things I've already tried:
-validating game cache
-running in compatibility mode
-disabling vsync (raised fps a little but still not enough and stutter is still there)

Welll. Hard to say what the problem is but here's some suggestions for you to try.

How full is you hard drive ? Here's a free utility that will free up alot of garbage files off
your Hard drive. It can also clean your registry. (Check the menus to see what else)

When's the last time you defragged your Hard disk ? Here's another free utility to do that.
It can take some time to complete though so be patient.

After those things are done try the game. If it still stutters try starting with lowest graphics settings possible . If it's better then. work your way up with the settings one step at a time.

Your video chip is not super strong. I assume you are using a Laptop / Notebook computer.

Heres a chart showing it compared to other mobile chips.

My Card is a GTX 660 , it has a video test score of 4121
Your R9 M275x has a score of 1417.

In these tests a Higher score is better performance.

A GTX 1080 has a score of 12,319 !! An R9 390X has a score of 8121 !!

Wish I could afford one of those !

try to make sure all settings are lowered. as well as brightness. although i have read that for some raising the brightness helps.

also try a lower resolution.

and as said above, you cant expect the most with a lower end pc. even though the game is older. if your computer can only get about 60 fps tops for the game. you will see drops when things happen.

Ive been having a similar problem and i THINK that certain programs dont run well along side COD WAW so try turning stuff off in the task manager. Thats what just solved it for me. I use a program that disables my mouse4 and mouse5 for certain games and when i shut that program off COD WAW runs smooth as ♥♥♥♥
