I'm not sure but you can also try doing that.
if that still didn't help, find the config file(s) of WaW wherever it's installed on disk, then open the .cfg file (only the one you wish to use motion blur) with notepad and find the line regarding motion blur (ctrl F is convenient for finding quickly) and edit it to "1". eventually save changes made to the file(s) before exiting.
by default, config files of this game are located at;
Local Disk (C:) / Users / your windows username / *AppData / Local / Activision / CoDWaW / players / profiles / your in-game profile name
config.cfg is for campaign/zombies
config_mp.cfg is for multiplayer
* if you can't see AppData folder (normally a hidden one), you need to enable the visibility of hidden items on windows first. if you share your computer with a younger sibling or an elder person who aren't good at PCs, then it's recommended to re-hide those files again by same method, so they don't mistakenly delete any important files for windows.
