It just kind of worked on its own, but barely. I may have had to move the game to the background then go back.

the bug happened to me and that cmd fixed it
(it increases fps and stops lag)

I found a temporary roundabout solution that got me through the campaign a while back, thanks for the help though.
in detail:
-enable the console in the main menu under options/game options
-press ~ to open it
-while in the main menu type "devmap ber3b" and enter (this runs Downfall, in cheat-friendly mode)
-wait for the opening monologue to finish and the level to begin. open the console, type "noclip" and enter. then as described above. enter the same command to disable it.
