Where's the sense in giving XP for failures?
Maybe giving some XP in chill modes and deducting for top outs, and some in endless modes based on final level or speed would be appropriate, but in all other game modes, giving any XP for failing to reach the goal makes it pointless.
Tiers are based on your overall SR, and the easiest way to raise that is by playing multiple modes. They probably only play a single mode (zone or classic) and not any others so are avoiding the easy Overall SR since its mostly for vanity, and focusing on Mode SR which is used for matchmaking.
