You need to wait for this to be put in-game by valve (or for the maker [Doctor Aibaleet] to put it on a website where you can download it as a skin).

That's good because this is a custom model. If you look closely you'll see the brim around the bottom, arms and neck are sticking out, and I've added a collar and optional bow-tie.

It hugs his default model closely, yeah, but it's not just a reskin.
