Stats
My thoughts, since it's an elephant rifle (subject to change based on replies)

No headshots.
+100% damage
+50% charge time

300 dmg on fully charged shot, 100 on not.


Revision 1:
-15 health
Each headshot increases headshot damage up to 6 heads
0.5 sec reload speed

Revision 2:
+100% damage when scoped
-sniper dot lags behind when you move the crosshair(like some previous iterations of team fortress)
-you have to hold down the fire button to charge(like some previous iterations of team fortress)
+15% charge time

since stampede implys a horde of enemys.
each headshot decreses the reload speed up to 5 heads
+10% movment speed

30% melee damage vulnerebility

Why -50%? That's 62 and 75 with the danger shield.

I think :

+100% dammage

Deals 400 damage on headshot

pros:

does not require un-zoom to load shells

must reload clip every 5 shots

The more charge built up, the more time enemy bleeds for.
Headshots as normal.

+allows you to see the enemys health, -more flinch, +/- while holding onto the R key use the mouse wheel to adjust the sight(scoped + R + mouse wheel up get closer, scoped + R + mouse wheel down to not get closeer)

How to make good stats for a TF2 weapon:
1. It helps to look at the weapons name. The name is the base of all of my stats, and i add cool affects that go with the name as well. Check out "Crescendo" to see what I mean.

2. New mechanics! DO NOT, and I repeat, DO NOT make stats if they are just going to simply change barely from the stock. You have to have a weapon that changes the gameplay experience all together, not just some weapon that has stats.

3.(Optional) Teaching weapons: Teaching weapons are weapons that teach you skills and purposes for that class. For example: The Diamond back teaches you what to do as a spy, as far as backstabbing and sapping goes. And then it rewards you with crits! The Rocket/Stickey Jumper help you learn jumping techniques!

4.The stats have to be balanced. Enough said.

With all of that being told, I hope all of you guys choose wisely upon this.

(Based on the description) This is a bit of a complicated stat idea, so just read carefully.

Shots with no charge do no damage. While scoped a different type of charge builds up than a normal charge. The charge looks like 5 bars on top of each other. Each second a bar in the charge fills, and each bar charged equals 10% true damage of an enemies maximum health. So for 1 bar charged = 10% true damage, 2 bars = 20% damage, etc. BUT for a headshot, it's that, PLUS 20%! You could unleash great damage upon your foes with this Sniper rifle! A fully charged headshot equals 70% of their max health. This deals a lot of damage on heavys and soldiers, for their health is a HUGE chunk of damage to take.
