-20% slower Swing Speed (Its Looks a lot Bulkier than the fire axe. By Swing Speed I mean when the animation starts to hit someone with it, it takes longer, not it can't hit as often like with the atomizer.)
-Melts in fire like the Spycicle, Ice regenrates after 5 seconds or so.
+20% more damage vs. Pyros
Thats What I think would be cool. Maybe add something that makes is regenerate faster while outside on snow maps like coldfront.

(It would be like a slower Axtinguisher kill in exchange for some alternate utility)
It's great because unlike the laser flare gun you're unlikely to waste the critical shot by missing.

Melts in fire, regenerates after 30 seconds
Kill turns victim to ice.(Purely cosmetic)

-25% slower walking speed when equipped (does not affect swimming)

-enemy buildings can be re-enabled by being hit with a wrench (standard sapper health)
