Now for a actual review
The bottle suits mostly the demoman, due to the fact it fits his character well to have a bottle of whisky on him 24/7. The only link to the pyro is the fact it's firewater.
9/10 would buy

uuuh, the pyro was given the whiskey as it's CINNAMON WHISKEY.
HOT, FIERY WHISKEY.

It's not a reference to his stupidity or for drinking through his mask, surely someone must have thought that the pyro could drink it post combat?

It won't make sense for it to be a misc item for the pyro because he can't drink through the suit. It would probably make much more sense for it to be a melee weapon for demo with stats like this:
No criticals
Bottle does not break
Alt fire: Drinking the Whiskey and having a hot fire belch that lites your enemy on fire.
The whisky drink ability would have a really slow refill time and it would have an insta kill fire belch taunt.
