No, it's not a traffic cone.

It's based off the same hat style Jack wears on his head from Jack in The Box, the fast food restaurant. It's Jack's hat, but without his head attached to it.

I thought it would be more funny to use the Heavy's head instead of covering it up and hiding it with Jack's head.. especially since the Heavy has a lot of good/funny facial expressions.
