How to change graphics settings :

Go into the Workshop directory and search "OceanSettings.exe"
Open it and select a graphic option
Click save and Ocean For Wallpaper Engine should automatically change

Settings Menu (F2 to show/hide it):
Change the Speed
Disable/Enable the Sky system

this goes completely against what wallpaper engine is about, optimization. this needs to be taken down before someone fries a potatoe, htpc, or laptop
