ctf_stalemate

This is the type of map you'd run if you're making a crappy community server.

I suppose it also works as a generic lightweight CTF map.

For the full experience, create a text file named ctf_stalemate_rc1.cfg in your cfg folder (make sure it isn't .cfg.txt!) and type the following in it:
maxplayers 32
mp_disable_respawn_times 1
tf_flag_caps_per_round 500
tf_ctf_bonus_time 0
echo Now find a way to get 32 people on your server
