Requires all of the civilization's cities to have a Library, and costs more with each city. Increases the science gain from Research Agreements by 10% for each spies in foreign cities.
Se Sok O-Gye Academy - Replaces National Intelligence Agency
Grants the civilization 2 Spies instead of 1, and raises the level of the spies by 1 like the National Intelligence Agency. Does not require Police Station in all Cities, but requires the city to be coastal.
Give one free covert agent when chungsu reach Medieval Age. Each Covert Agent in a foreign City receive 10 Science per Agent rank.
