It is important to note that the production for land units is on a city basis, and to be honest it'd be difficult to get that many artists halfway through the game, you are talking about 5 great works of art per city, you probably won't get close to that throughout the whole game. The xp from the gardens is pretty small as well, and the slots have to be there to ensure cities can actually hold great works of art in the first half of the game.
then it will be balanced. As for the improvement, maybe a more specific req? (forest or jungle coated hills perhaps?) either that or losing the gold or culture, or requiring a later tech to gain it. Just throwing out ideas.
With that said, I love the synergy, and it's a well designed civ but I think some of these bonuses can be toned down. Perhaps keeping the normal garden restrictions and only 1 instead of 2 great work slots, and maybe
