I've pulled the road off, placed the restaurant first, carefully placed the road right on Top of the restaurant, placed a metro near it so there will be lots of foot traffic, changed to another road when that one didn't work because I thought it needed not to have sidewalks, put the old road back. I've even created a small district around zoned for Tourism, thinking it had to be in a tourism zoned area. NOTHING WORKS. No one, not even the many tourists who walk right by it continually, goes into this facility.
What am I doing wrong?
