Imperator's confederation mod

Description
This is a very simple mod. It allows all factions to confederate with any other faction. I made this because I wanted to allow you to "annex" other factions and I hope that anybody can help me with that. This modification is just a very simple way, but I hope you'll try this out. It could still have some issues and unwanted effects. (Working with version 2.1.0)

NOTE: With this mod you aren't able to build some buildings. Please follow this tutorial:

1. Save the game after you have confederated with the desired faction.
2. Then exit the game, (turn off steam, re-start steam) and turn off the mod.
3. Launch the game, re-enter the campaign and load the latest save.

For some reason it won't work for me. I subscribed to the mod but it won't let me confederate with any factions (I am Pontus) and there is no hand symbol for any factions. Help please! I have compleated the Campaign and don't want to kill all these factions that have helped me!

and when I start diplomacy with these factions they dont give me an option to confederate
