Good job with the Art and the Units, but I feel the special ability should represent Wilhelms political view of the world rather than Hindenburgs and Ludendorffs militray strategies.

Example: "Our place in the Sun"; Colonies on foreign land masses start with a free Barracks building. Barracks provide +1 local hapiness and +1 culture. Generals can be spent to give temporary movement bonuses to all land units around them" (Or some other useful functions that implies that german military played a great social role in the Kaiserreich)

Or maybe: "Gott mit uns" ("God with us (to war)"); Units around cities with the state religion have increased movement and attack for the first 10 turns after a war is declared (basically a nerfed version of the current ability, that hints towards the role of religion in the Kaiserreich). And then maybe the thing with the Worker units. Really like that one.

Just some ideas to give the faction a bit more flavor and make it less like Blitzkrieg.

This civ feels a bit too strong. I am now in the early renaissance, and the more movement made me steamroll the enemy. Mainly on siege units the bonus is big. The war effort mechanic seems a bit too strong, and it looks like it doesn't scale with the number of cities (and I'm afraid that it also doesn't scale with map size). Due to how massive the movement bonus is, this civ would be nice with the production and the movement bonus alone.
I also don't like the music.

I've been away from Civ V for a bit but I'm having a problem with these Mods. I've done everything I can think of but for some reason NONE of TarcisioCM's mods are showing up.as playable Civs. I've reinstalled the entire game, verified the files, deleted the mods cache, removed the civs, reseubscribe and redownloaded but they won't show up in either the normal screen or the Really Advanced Set-up Mod screen. Any thoughts? I realy want to play with Bulgaria, Germany and the Ottomans for a WW I themed game.

I believe Hearts of Iron IV: Waking the Tiger is already released last March 8.

Germany already has a modified focus tree that could led to althistory path, including a chance to depose Hitler and restore the Kaiserreich or perhaps install the constitutional monarchy. Perhaps, that is why there is a need for a what-if German civ during World War II, which is led by Wilhelm III.

But unfortunately, @TarcisioCM didn't respond. Seems he is gone from Civ V...
