95% Reduced Weapon Sway

Inspired by Ilias' comment on this sway reduction mod, "In Real Life is about 5%".

Also, credit to R3vo, who's sway reduction mod I had reverse engineered to see which vanilla classes I had to overwrite. Looking at some other sway reduction mods I reverse engineered, I'm clearly not the first to use R3vo's mod as a reference (or in the case of most of the others, a straight copy and paste).
