Barbarians\Iberians Use abilities instead of formations. Hit and run\ambush tactics work best for them.
Carthaginians and Eastern factions have mixed style troops. Some are ability based some are formation based.
The reason why hillmen destroyed your spartans is because you likely did not use formation and/or were attacked in the flank or rear.
