I found the issue.
You don't have a software issue, and it's not that you need to replace your hardware.
How long ago did you clean out the dust from your CPU, your motherboard, your power supply, etc.?
Contemporaneous to my framerate issue was a nasty increase in CPU temperature that I found with Speccy. So, certain things cause overheating in the CPU, but the most common of those is DUST.
When I opened my machine, it was like Dustman jumped out of Mega Man 4 and shot the crap out of my rig.
I cleaned my PC, and my framerate issues were resolved. I'm also a disgusting pig. I should clean my machine more often.
I hope this helps those of us who didn't have compatibility issues.
