Writing a Review
You can write a review for a title by visiting the Steam Storefront page for that specific product. On the storefront page there is a box for you to write your review in. You can use standard formatting and even embed YouTube videos by typing in the URL.

Before you can write a review you need to either own the title or launch it at least once from your Steam account. This can be done through a Free-to-Play event or by using the Steam Family Sharing feature.

Once you're done writing your review you can give it a thumbs up or down. If your overall perspective of the title is negative choose no, and if it was positive choose yes.

You'll need to choose if you want your review to be publicly visible or private, so only your friends can see it. You'll also need to specify the language that your review is written in.

When you're done writing your review select "Post Review".

At anytime you can modify your review by selecting the Reviews link on your Steam profile. The "Owner Controls" box on each page will give you the ability to edit or delete the review, you can also adjust its visibility and language settings.
Viewing and Rating Reviews
You can look up reviews by visiting the Steam Community hub a specific title and selecting the Reviews tab. You can adjust the displayed language near the top and the relevance, for example most recent or most helpful.

You can rate a review by selecting the thumbs up or down icon located on each panel. You can also click on the panel to leave a comment.

If the review is unrelated to the title or inappropriate you can report it by selecting the panel and clicking the report button.

The most helpful reviews will be featured on the Steam Storefront page for the title. These reviews will rotate out over time to make sure they reflect the current state of the product.

Have they recently changed it so that users need to own a game through Steam to be able to write a review of it? I am fairly certain that I used to have that option for games I didn't own. Either way, as someone who owns boxfuls of games bought on discs, as well as a PS2 and a PS4, I feel that it is bad thinking by the ppl in charge. Imagine if Amazon had only allowed verified purchases to write a review...
