It does work in custom battles, of course. Any other mods that add units to Athens would just do so on top of this one. There may be some problem on your end although Rome 2 is strange sometimes. I had to recreate the unit tables for EARE simply because they refused to load after patch 15. I made a new entry and simply copied over the data and then it worked, nothing in the table was wrong and it was 100% identical but it wouldn't load for what ever reason. Now I'm having the same problem with another one of my tables in my developer pack that has 0 errors but just wont be recognized by the game anymore. I'm going to retry the fix I used by as far as I can tell it's caused by gremlins.
