Well as this is resources for city-states it would matter that the resources are somewhat man made
Future additions may be cheese, chocolate, etc

@rzemsky yes you're right I've noticed that but I've also noticed that it's more likely that all sources of a luxury will be in a region, that way you can monopolize that luxury and then trade with other civs.

@Galgus well there is that chance because there are 13 Mercantile CS but so far it didn't happened with me. I usually play in a small map, three or four Mercantile CS appear and none overlapped their luxury.

So there is still a chance that two mercantile city-states will overlap?

This sounds like a good mod, but I hope that doesn't happen too often when I'm using it.

i have that mod, but i think it changes the way resources are placed and i never seem to have many starting resources with that mod on. even when resources are sedt to abundant in map setting

Mercantile City-States have resources that don't appear anywhere else. From base game it's Jewelry and Porcelain. What this mod does is that it adds these 8 resources to that count. So there will be lesser chances that two Mercantile City-States share that resource creating more trade opportunities and increasing max happiness you can get.
So if you play without City-States these resources won't be generated.
If you are looking for more luxuries that work just like any other I recommend Barathor's More Luxuries.
