There are still some Foreign Announcements, but has been replaced by British or French Advisors rather than American.

The perfect version of this and the mod that makes them speak Japanese would be if they spoke english and had the announcer on the Imperial side, but the Japanese announcer and spoke Japanese on the Shogunate side.

I've tried replacing the American Announcer with Royal Marine chatter, but somehow crashing.
