With All Social Policies of Honor Citadels provide +2 Gold
The description also mentions that the Honor Finisher gives Gold, equal to the Combat Strength of the killed unit.

Nach Erlangen aller Sozialpolitikenim Ehre Zweig generieren Zitadellen +2 Gold.
Zusätzlich ist nun der Hinweis ersichtilich, dass der Ehre Abschluss Gold in Höhe der Kampfstärke der getöteten Einheit bringt.

That's not enough to make Honour a valid opener. :(
It needs some kind of simcity type boost. :\

Maybe garrisoned troops in cities and forts/citadels provide hammers and perhaps a bit of culture? ^^

if this mod leaves the Honor Finisher untouched it should be no problem.
