The template should give you a good idea of how to set it all up. You place your sounds in the sounds folder, then you list them in the lua script file.

Once you have it all setup you'll need to upload it to the workshop as an addon for your friends to suscribe to. This is even more complicated but here's a youtube video to help:

Once you have the addon uploaded, you and whoever you are playing with just need to be suscribed to the Tsukasa Prop Hunt Taunt Pack Loader and your Custom Addon and it should all work.

You need to download Tsukasa's Prop Hunt Taunt Pack Loader. You can find it on the Workshop. Everyone who plays with you needs to suscribe to it aswell. There's taunt packs that use this loader on the Workshop that you can decompile to get a template for but here's a template from Tsukasa:
