I'm successfully playing this on my 8 year+ i7 7700K and 1080ti after tweaking the medium video settings with some recommendations from CO. The out of the box video settings are insane, but if you have enough video RAM on your card (8GB minimum, 10+ is WAY better) and take the time to tweak the settings, getting decent performance is not hard. Yup, it could be better and the devs say it will be - we'll see.
The road tools are insane - and incredibly powerful. I'm constantly discovering new capabilities as I explore more. The modularity is amazing - I can't wait to see what the mod makers have in store; there is an incredible foundation here.
As for all the knee jerk negative reviews - I wish steam had a way to block reviews where you spend less than an hour in the game - would probably filter out the vast majority of them. Beyond ridiculous.

Excellent farming game with a different twist. Well written and unique quest lines - was a nice change of pace. Now to explore the stranger sins DLC!

The best city builder ever released. A far cry from running Stepping Out on my Mac Plus to get the original Sim City to scroll faster :)

What really sets this game apart is the modding community and the assets that are available in the Steam Workshop. I almost bought this game from the Windows Store but thankfully I discovered that version doesn't support mods or 3rd party assets, much like the console versions of the game. You can still have a lot of fun without access to the Steam Workshop, but you won't be able to go all out. The game is so worth it I would have likely re-bought on Steam. The only downside is tinkering with your city can be pretty engrossing - you can look up and realize you should have been sleeping hours ago as it's time to go to work in a few hours!

If you still are unsure, there are tons of YouTube videos out there. Biffa Plays Indie Games is one of my favorites for Cities: Skylines; he has a number of build playlists where he starts a new map from scratch and builds up into some pretty nice looking cities.

The sky really is the limit, or the RAM in your computer - I would consider 16GB a minimum if you plan to do large cities. That's probably the only downside to the game - bigger cities can take quite a while to load or save once you get lots of stuff in them. A fast solid state drive and lots of RAM seems to help the most. I have a 1080ti for a graphics card but it's rarely over 20% busy. I'm on an older i7-7700K and again it rarely goes above 50% utilization. But RAM - the game will use whatever you have!

EDIT: Game is shutting down November 24, 2017. It was fun!

Lots of fun - if you are a fan of Diablo 2, this game will be you. It's a little rough around the edges and there is some missing content/stuff, but the developers are extremely community oriented and it's recieving steady updates. Some of what they have planned is looking really good!
