Hi! This problem (connection timeout error) occurred to me because at the time my internet was on high traffic and was slow. you should try downloading\updating the game in less network traffic hours (Like 3 AM till 5 AM for me) OR you could ask your isp (most of the time it's isp's fault) OR upgrade your internet to a higher speed OR if you are already on a high speed internet (mine is with ~300 kbps), cut the traffic of other users to your internet so steam gets the downloading information and you are ok and can download the rest of game with your normal every day internet connection.
