It's a minor gripe I think that you have to use BPM, but in all fairness the interface they have for setting up your config is really slick and makes a lot of sense of the different settings. The visual explanations are extremely helpful, so if they make a config tool outside of BPM I hope it retains these visuals.
And if you view BPM as your config tool it's not so bad.
The reason is that the necessary features haven't been implemented on the Desktop UI and overlay yet.
They can't snap their fingers and make anything they wish appear out of thin air in an instant.
They're focusing on Big Picture Mode first because that's the whole point of it: a controller-driven, couch-friendly interface for Steam.
I also want to be able to fully use the controller from the desktop UI alone, but it's perfectly understandable that they've chosen to focus on BPM first.
