Weaponless NPC's frolicking?

I remember this being the reason I stopped playing this mod, as otherwise its great.

So, discovered a.. problem? I've arrived at Pripyat having just turned the Brain Scorcher off. And there's supposed to be a group to meet right? Well.... they're not there on mine. Any advices?
