Is It Still Safe To Use?
It's such an effective way to get alot of cards in a short time, that there has to be some negative to using it.

Yes it's safe, just shut it down when you want to actually play a game.

And nothing will happen since it won't be detected or do I have to delete it everytime I start up a game?

Valve makes money every time someone buys or sells cards, so why would they not want you to have the cards that are due to you?

Thank you for the responses, but my question was never answered above. Do I have to delete the program everytime I open a game and play it or can I just leave it on my desktop and it won't get detected?

The second one. Just turning it off is sufficient, deleting is plain overkill.
