Report a translation problem
If you are not fine with modifying your shortcut do this instead
Hit Windows keyboard key + R and type
"C:\Program Files (x86)\Steam\Steam.exe" -tcp
(Edit your path to Steam accordingly, Windows sample)

When you right click a shortcut to Steam.exe, Properties, and you add -tcp at the end of the target command line, target should be showing as path\Steam.exe -tcp
